Libya will build a solar power plant with Total Energies.

Mohamed Oun, Libyan oil and gas minister announced his intention at the launch of the Libyan Energy and Economy Summit in Tripoli; after a meeting with the delegation of the French multinational Total Energies, specialized in the field of solar panels and alternative energies.

Russia did not cause Europe’s energy crisis — but it didn’t help, and instead tried to benefit from the situation, according to Amos Hochstein, the U.S. State Department’s senior advisor for global energy security.

“It sure didn’t do anything that it could to alleviate [the energy crunch], and in fact, took advantage of it,” Hochstein told CNBC’s Hadley Gamble on Wednesday.

Citgo Petroleum Corp. and Phillips 66 are advancing efforts to restart their refining operations in Lake Charles, La., following damages sustained during Hurricane Laura’s Aug. 27 landfall along the US Gulf Coast in southwestern Louisiana.

With preliminary assessment of damages now completed and repair plans now in place, Citgo expects a phased restart of its 425,000-b/d Lake Charles refining complex, with all units anticipated to be back in service by mid to late-October, the operator said on Sept. 11.
